Is Yaroslavl the second Kushchevskaya?
The terrible events in the village Kushchevskaya (Krasnodar region) were recently discussed by the whole country. Murder of 12 people, which caused a wide public resonance, made law enforcement officers turn to other, unsolved crimes. As a result, there emerged dozens of murder cases which in fact were concealed.
Journalists and public figures immediately began to speak about “merging of security forces and criminals” ... Meanwhile, the examples of this "merging" are not far to seek. In the Yaroslavl region for some years already a group of policemen has turned the investigation of criminal cases into a profitable business, they can imprison on request an innocent man or vice versa - exonerate the real perpetrators of high crimes. The list of victims may well be greater than in Kushchevskaya.
Let us specify that in this article we will openly give the names and ranks of law enforcement officers who are involved in requested cases. No more silence about a real band that has been operating for a long time already! And these are not the mythological "werewolves in epaulets", these are every inch criminals, who have murders, blackmail, and dozens maimed lives on their heads.
Back in the 90s
To begin with, Yaroslavl has always been a "red" city, that is, under the control of police. The close relationship between criminals and police officers has been established in the early 90's. Chief criminal investigator of the regional Department of Internal Affairs of that time Alexander Amelkin was called the "curator" among the bandits. He really took care of several authorities and in case of trouble with the law or with competitors, they appealed to him directly (affairs of "curator" and his henchmen are available in “Severnyi krai” of January 23, 1999).
It would seem so far so good. Criminal investigators may practice any methods! But in 1995, an entrepreneur and a member of the regional Duma Yuri Tikhonov was killed, his car being fired from submachine guns in Dzerzhinsky region. Two people were killed with him. A few years later FSB found the killers, they were ... Moscow-area policemen, who did not hide acting on request of their Yaroslavl colleagues.
It is rumored that Amelkin and his "second-hand" Alexei Balabin were involved in the murder. Unfortunately, the prevailing practice in the Yaroslavl police helped to escape initiating the criminal case against them: Amelkin was conducted to retire with all the honours, Balabin does remain in law enforcement and works to this day as a chief deputy of criminal police. We would like to tell more about this man and his "team".
Case ordered?
April 24, 1999 Prosecutor’s office of Zavolzhsky region Yaroslavl initiated a criminal investigation a murder case of Sergei Terekhov, director of a state enterprise. He was killed from a hunting rifle at the farm Zavolzhsky. Investigators did not have acceptable versions of what happened, so in the same 1999, June preliminary investigation was suspended "due to failure to identify the person liable to be accused."
Since then nearly 12 years has passed, and now, in November last year, Dmitry Rubtsov, Deputy Head of Investigation Department of the Investigative Committee at the Prosecutor's Office of Russia in Yaroslavl region, unexpectedly restarts it and conveys to investigator Evgeny Shestakov.
A few months later the police detained two people supposedly involved in the murder of Terekhov. Yaroslavl businessman Sergei Kotov was a friend of victim. They had no common affairs as well as mutual debts so there was not any motive for crime. Although a few months before murder Kotov had a car accident, broke spine in two places and spent long time in a cast, investigators announced Sergei Kotov to be murder ordering party (12 years after murder!).
Another detainee is a former guard in Kotov production centre, Sergey Smirnov, who the police and members of the investigative committee believe to be the killer.
There are no evidences in this criminal case, all materials are based on the testimony of the only "secret" witness appearing under the pseudonym "Suvorov." According to his words, Smirnov told him that he committed the murder of Terekhov on Kotov request and - attention! – had two henchmen: one, Oleg Doronin, was "for secure," the second, Edik, guard - "to keep nix."
Can you imagine all the absurdity of the situation? A man is about to commit murder and still takes two witnesses along who are under no obligation and can easily "rat out" the killer. Note also "Suvorov" words that the main question, "Why Kotov ordered to kill Terekhov," Smirnov did not answer saying “there’s no need to know!”
Here absurd facts do not come to an end ... A few months after the murder "killer" Smirnov robbed production centre of company “Olympus” owned by Kotov. Kotov made his own investigation, which resulted in Smirnov being on prisoners’ dock and then in prison for 7 years, since November 1999 until November 2006.
If Kotov had really requested Smirnov to kill Terekhov, would he have made a fuss out of his centre robbery? Of course not! Because in this situation, Smirnov could have told the police that his boss was involved in the murder - just out of revenge.
Inconsistency is evident, but the investigator for some reason did not take them into account, and officers of criminal investigation took things a step further: they took Smirnov to the city of Vladimir in the so-called “press-hut,” after which he immediately confessed and now they threaten Sergei Kotov with such a trip. Here are the names of these authorized operatives: Klikunas and Samodurov, they are directed by the same old Alex Balabin.

"Press-hut" in criminal slang is a place where the testimonies are forced out of a person on remand. Real force is applied: a person can be mutilated, raped, even murdered being staged suicide, if he did not acknowledge guilt and sign confessions. Yaroslavl authorized operatives are using Vladimir pretrial detention centre for the purpose. There is effective interaction scheme with its staff and it is a good distance off Yaroslavl.
In recent years dozens if not hundreds of Yaroslavl citizens have visited Vladimir "press-huts" (there are at least eight of them). Here are some facts of "handling" the accused ...
In May 2007 operator in slot parlor Polina Lapushinsky was killed in Zavolzhsky region Yaroslavl. Four people were involved as defendants. Each of them was deported to Vladimir by investigator Shestakov (Is not it a strange coincidence?). After staying in a "press-hut" they confessed.
Four Yaroslavl natives were beaten, rendered a powerful psychological effect, forced to abandon lawyers hired by relatives. In the end, they were forced to write acknowledgement of guilt and give evidence in a murder case, which they did not commit.
Many citizens remember the murder of the Shelest family that took place in 2007. One of the suspects, Vladimir Papoyan, hardly escaped a trip to "press-hut" due to reporters interference so that the operatives had to behave more cautiously. As a result Papoyan was gone missing, but some time later his body was found with multiple stab wounds near Prusovsky pits. It is known that Papoyan clashed with Balabin openly, claiming that he would require his full rehabilitation at the court.

How do Yaroslavl authorized operatives and investigators-coconspirators "work"? It is simple, even primitive.
In the beginning of investigation a crime (for example let us take the murder) they establish a set of people who somehow were connected with victim: friends, relatives and colleagues. Among them investigators find people who do not have watertight alibi (from operatives point of view such an alibi has either dead, or a person in custody). After that you can find a candidate for the role of accused, along with people who might testify against him: jealous husbands, debtors or creditors, competitors - in other words, people who are ready to make a deal with their conscience and to accuse an innocent citizen. As a rule they come as "secret witnesses." When the victim is charged over a killing, one more thing is to take him into custody and transfer to Vladimir, other details see above.
Sometimes such a scheme is implemented to increase detection rate: it does not matter who is put in prison and statistics is a serious matter, Ministry of Internal Affairs studies it carefully. Similar things happened with the murder case of Chief Executive Officer of company “Locotrans” Yaroslav Moiseev and his deputy Alexei Gvozdev. Investigators tried to accuse top managers of the enterprise, but apparently they were able to defend themselves.
The worst thing is that this scheme involves several employees of Yaroslavl investigative committee and its chairman, Oleg Lipatov, is aware of what is happening but he tries not to notice such facts.
